The Cyprus refugee have to disapear?

At the same time European and Mediterranean the Cyprus inland is in « the main tension zone at the world scale » (Méditerranée :nations en conflits, Lacoste Y., Hérodote 2005). The Euro-Arab Mediterranean and its East continuation , to the Persia golf, the Black Sea and the Caspian still know geopolitic disruptions. The end of the cold war ending the East West cut in Europe. The European Union actions reorientates at the expense of the co-development project with the south Mediterranean States. During the nineteen and since today, the crises rose: the two golf war, the Algerian civil war, the Oslo agreement failure, the Turkish-Greek tensions are the most visible examples. It is in the Mediterranean that S. P. Huntington took its main "proofs". It is clear that the emergence of the nation state have produce in tension zone, like the égée sea where since 1930 Turkey and Greece made their own cold war. During the 20° century, the steam navigation development and the opening of the Suez canal give to the Aegean Sea a new strategic position for the access to India. The UK and Italian took the place of the Republic of Venice and Gene. Cyprus was mark by these regionaland international tensions. It is in this rich context that the Cyprus conflict rose, which give to the Cyprus issue a powerful attraction. But we have to be aware of the "geopolitic fatalism" and the over focus on the "balance of power" between the "foreign powers". That produce a under evaluation of the local scale .It is clearly the case of the refugees issue. Like tension, war, the group identity is an in going process. In this huge field, we will focus here on the public policies in favour of the Greek Cypriot refugees. We will see how the state policies have participate to create the "refuge identity" in the South territory of Cyprus and in the same time how the refugee issue have change the nature of the public intervention of the Republic of Cyprus, ROC. For this, it necessery to go back to the recent history, not for explain the conflict genesis but for understand how thousand of people can become refugee in their on state. This is also necessary for understand the politic choice made in the management of the refugee population. This voluntary geography answer to the scientific standard of its time but also to the will of the political power to made or destroyed the refuge population. For finish, we will see the case of the "delocate municipalities", because these official institutions give us to see a particular relation between the society and its territory.
